REPUBLICAN REDISTRICTING A native Californian, Louis Barnett is the Chief of Staff to BOE Vice Chair Michelle Steel and formerly served with the Peace Corps in Washington, DC, as Chairman of the California Unemployment Insurance Appeals Board under Governor Wilson, as a Director of the Federal Home Loan Bank Board of San Francisco, appointed by HUD Secretary Jack Kemp, was a founder of the American Legislative Exchange Council, a voluntary association of State Legislators, is a Pacific Research Institute Award Winner for his work on private sector solutions to low income housing, served as a Commissioner of the California State Senate Cost Control Advisory Commission, and currently serves as a Director of Yorktown University, an accredited online institution. During the Reagan Administration, Barnett was Political Director of Citizens for the Republic, President Reagan’s Political Action Committee. He was involved in electing hundreds of Republicans to public office all across America and also worked to advance Reagan’s policy agenda. Barnett was a Republican advisor in the California redistricting of twenty years ago, working with Governor Wilson and GOP legislative leaders. He has closely followed the Redistricting Commission since its formation and has some excellent insights into the current process.
